Protect SNAP Customers from Card Skimming at Your POS

The U.S. Department of Agriculture’s Food and Nutrition Service (FNS) and the Administration for Children and Families (ACF) at the Department of Health and Human Services are aware of increasing reports of benefit theft by criminal actors through EBT card skimming schemes. As federal partners, they have been working with all stakeholders on strong preventive actions to protect SNAP and TANF benefits. The loss of these benefits can have a devastating impact on families and individuals in need.

FNS appreciates the partnership with RSPA members in preventing fraud in federal Programs and ensuring SNAP and TANF households have secure access to their benefits. FNS strongly encourages retailers to conduct regular in-store monitoring for skimming devices. This document contains card skimming prevention measures that are meant for broad distribution to SNAP retailers.
